History of District Administrative

The status of Noakhali district dates back to the early experiments of the East India Company in the establishment of district administration in the country. In 1772 Company Governor General Warren Hastings attempted to introduce the first modern district administration system in the country. He divided the entire Bangladesh into 19 districts and appointed one collector in each district. Kalinda was one of these 19 districts. This district was formed mainly with Noakhali region. But in 1773 the district system was abolished and the province system was introduced and the districts were made subordinate offices of the provinces.

 

In 1787 district administration system was again introduced and this time the entire Bangladesh was divided into 14 districts. Among these 14, there was a district in Noakhali region called Bhulua. Later in 1792 a new district named Tripura was created and Bhulua was included in it. This region was part of Tripura district till the establishment of Noakhali district named Bhulua in 1821.

 

Another thing to mention is that the district administration system in the modern sense was introduced in 1790. Prior to this, company rule was legally only the civil or revenue rule of Bengal. And the Nizamat or civil administration was in the hands of the Nawab of Bengal. All the experiments so far conducted by the company to establish district administration were only to increase the company's income from land revenue by increasing the efficiency of revenue administration. But in 1790 the Company's Governor-General, Lord Cornwallis, deprived the Nawab of his nizamat powers and vested all criminal justice and police powers with the revenue administration in the District Collector. As a result, the Nawabi of Bengal ended and the monopoly of the East India Company was established throughout Bengal. And the overall power of administration is concentrated in the district administration system managed by the Collector.

 

Reviewing the above facts, the summary is that the district administration in Bangladesh started in 1772 as a counterpart of the government only to manage the revenue administration. Noakhali district was established as Kalinda. But the next year the district became an administrative unit under the province. When the district administration system was re-introduced in 1787, Noakhali district was established under the name of Bhulua. The modern district administration system was introduced in 1790 and Noakhali district still existed under the name of Bhulua. But from 1792 to 1821 Noakhali was part of Tripura district. In 1821, Noakhali district was established under the name of Bhulua with the status of punrai district and in the next year i.e. in 1822, full district administration system of Noakhali district was introduced.

 

It can be concluded that Noakhali district was created in 1772. After a gap of 29 years (1792-1821), Noakhali district was established again in 1821. However, a full-fledged district administration system was introduced the following year. The above discussion shows that the modern Noakhali District and District Administration was established in 1772.
